{Louisville, Kentucky}...The Kentucky Supreme Court has decided to hear oral arguments in a challenge to Governor Steve Beshear's decision to use excess funds from the state's charitable gaming department to balance the state budget. In 2008, a group of nonprofits sued Beshear, saying the transfer of $700,000 in surplus funds from the charitable gaming regulatory account didn't pass constitutional muster. A Franklin Circuit judge initially struck down the transfer, but the General Assembly later ratified Beshear's decision.
